WhatsApp Business API or the free app: which one you need, and how to connect it

By Ihab Salem, CEO, BottleTech · Updated 17 October 2026 · 6-minute read

The free WhatsApp Business app is for replying by hand from a phone. The WhatsApp Business API, which Meta calls the WhatsApp Business Platform, lets your booking system, accounting software, CRM or an AI agent send and read WhatsApp messages. Switch to the API when a second system needs to read or write your chats.

App vs API: what each one does

Your customer sees the same chat with your business name either way. With the app, a person reads and types every reply. With Meta’s Cloud API, your own software sends and receives the messages, and a person handles the chats the software should not answer. WhatsApp Web on a laptop is the app on a linked device, not the API.

Signs your business has outgrown the app

Customers wait hours because whoever holds the phone is busy. The same questions about prices, location and opening hours come in all day. Bookings agreed in the chat get retyped into the calendar. Invoices are written twice, once in the chat and once in the accounting software. Nobody can say who answered which customer last week. If two or more of these sound familiar, the API will probably save your team time.

What the WhatsApp API costs: the structure

Meta charges per delivered message. The rate depends on the message category and the country code of the customer’s number. The five categories are marketing, utility and authentication templates, service replies from your staff or your own AI agent, and replies from Meta Business Agent, Meta’s own AI agent. Since 1 October 2026, service replies inside the 24-hour window are charged after the first 1,000 a month per number, and utility templates inside the window, such as a booking confirmation, are charged too. One case is still free: if a customer reaches you from a Click to WhatsApp ad on their phone and you reply within 24 hours, Meta opens a free window for that chat. Its pricing page gives the current length.

Meta has changed Saudi rates several times since 2025, and in April 2026 it added SAR and AED as billing currencies. Through a Solution Partner, the partner can bill you directly. Prices change only on the first day of a quarter, so this guide has no numbers. Check Meta’s pricing page before you budget.

How to get WhatsApp Business API access

There are two routes. You can set up the Cloud API directly with Meta and have your developers build the connection. Or you can work with a Meta partner, which Meta calls a Solution Partner or Tech Provider (older guides say BSP). The partner signs you up through a ready-made flow and handles the setup. The steps are the same either way.

  • Business portfolio
What you doCreate a Meta business portfolio in your company’s name
What to watchVerify the business. Your number cap goes from 2 to 20, and Meta can raise your messaging limit to 2,000 after it checks your message quality
  • Number and name
What you doUse a number you own that can receive an SMS or call for the code
What to watchMeta reviews your display name when your messaging limit goes up
  • Templates
What you doWrite follow-ups and reminders as marketing, utility or authentication templates
What to watchEach needs approval before use, and review can take up to 24 hours
  • Connect and test
What you doPoint the webhook at your system and test on the test number
What to watchYou start at 250 customers in any 24 hours, and good quality raises it

Keep your number: coexistence

If customers already know your number, keep it. With coexistence, a number on the Business app (version 2.24.17 or later) can be connected to the Cloud API while your staff keep replying from the app. Contacts sync, and so can the last six months of chats, with your consent. A Meta partner does the onboarding. Plan for these: group chats do not sync, broadcast lists become read-only, linked devices are unlinked and need linking again, and the Windows desktop app does not work as a linked device.

Connecting WhatsApp to bookings, accounting and your CRM

A customer books in the chat, the slot lands in your booking system, and a confirmation goes out as a utility template. Invoices come straight from your accounting software. Every chat is saved on the customer’s record in your CRM. The WhatsApp booking guide covers bookings, connecting WhatsApp to your CRM covers the CRM side, and WhatsApp for business has the wider picture.

An AI agent can send the first reply, usually in about 4 seconds. We built our own platform for this, Chatwiser. The agent handles routine questions. Anything touching money, a contract or a customer account waits for a named person to approve it. More in WhatsApp automation and AI automation.

Common mistakes

Don’t use unofficial tools that drive the normal app to send automated messages. The route Meta documents for software is the Cloud API, so build on that. Write your templates before launch. Every reminder sent more than 24 hours after the customer’s last message needs an approved template.

Don’t message every contact in the first week. New accounts start at 250 customers in any 24 hours, and message quality decides how fast that grows. Pick a display name that matches your business, because Meta reviews it when your limit goes up. Connect one system first, the one that wastes the most time, and add the rest once it works.

Is the WhatsApp API for you?

Move to the API

  • More WhatsApp messages than your team can answer within the hour
  • Bookings, invoices or orders retyped from chats into another system
  • You want an AI agent to take routine questions

The app is enough for now

  • A few chats a day, answered in minutes by one or two people
  • No booking, accounting or CRM system to connect yet
  • Services and prices still changing, so settle them first

Common questions

The WhatsApp Business app is a free phone app for replying by hand, with a catalog, quick replies, greeting and away messages and labels. The API, which Meta calls the WhatsApp Business Platform, lets your own systems and an AI agent send and receive WhatsApp messages.
Only up to a point. Since 1 October 2026 Meta charges per delivered message, with rates set by message category and the customer’s country code. Each business number gets its first 1,000 service replies a month free, and messages stay free for a limited window after you answer a customer who came from a Click to WhatsApp ad.
Yes, through what Meta calls coexistence. A Meta partner connects your Business app number (version 2.24.17 or later) to the Cloud API, and your team can keep replying from the app. Group chats do not sync, broadcast lists become read-only, and linked devices have to be linked again.
Create a Meta business portfolio, add a number you own, get your templates approved, then connect through the Cloud API directly or through a Meta partner. Rates depend on the customer’s country code, and SAR has been one of Meta’s billing currencies since April 2026.
